When shall the call-up for service in People’s Public Security force of Vietnam be sent to the citizens?

Pursuant to Article 34 of the Law on Military Service in 2015 stipulating the call-up for service in People’s Public Security force of Vietnam be sent to the citizens as follows:

Competence in decision on request for conscription and service in People’s Army force

1. The Prime Minister shall decide the time and quantity of citizens subject to conscription and service in People’s Army or People’s Police in provinces; give decision on request for the second request for conscription and service in People’s Army or People’s Police; give decision on adjustment of quantity and time of request for conscription and service in People’s Army in provinces according to the regulations in Article 33 of this Law.

2. Pursuant to the decision of the Prime Minister, the Minister of National Defense and the Minister of Public Security shall give decisions on the quantity of citizens subject to conscriptions and service in People’s Army or People’s Police assigned to each affiliated unit in each province.

3. Presidents of the People’s Committees of provinces shall give decision on assignment of enlisted soldiers to districts.

4. The Commanders of military agencies in provinces/districts, Director of Police department of provinces, Head of police department of the districts shall be responsible for consulting the President of the People’s Committees of the same level on the quantity of citizens who are enlisted for service in People’s Army or People’s Police; direct the selection of citizens for enlisting and performing service in People’s Army or People’s Police.

5. Presidents of People’s Committees of districts shall make decision on assignment of citizens who shall be enlisted for service in People’s Army or People’s Police in communes and local organizations; give decision on lists of citizens subject to conscription and service in People’s Army or People’s Police at the request of Board of military service at the same level.

6. The Commander of Military of districts shall send a call-up paper to each citizen requesting them to join the army; head of Police departments of districts shall send a call-up paper to each citizen requesting them to perform the service in People’s Army. The conscription and call-up for service in People’s Army shall be sent to the citizens at least 15 days before the time prescribed in the order.

What are requirements for conscription and service in People’s Army force of Vietnam in 2023?

Pursuant to Article 31 of the Law on Military Service in 2015 stipulating requirements for conscription and service in People’s Army force of Vietnam in 2023 as follows:

Requirements for conscription and service in People’s Army force

1. A citizen shall be conscripted into the army if he/she satisfies the following conditions:

a) Have conformable profile;

b) Strictly comply with the lines and policies of Communist Party, policies and laws of the State;

c) Have full health for service on active duty according to the regulations;

d) Have appropriate education level.

2. Requirements for service in People’s Army force are specified in Article 7 of the Law on People’s Army.

Pursuant to Article 7 of the Law on People’s Public Security Force in 2018 stipulating recruitment of citizens into the People’s Public Security Force as follows:

Recruitment of citizens into the People’s Public Security Force

1. Citizens who fully meet the criteria on political and moral qualities, educational level and health, reach legitimate age and have proper aptitudes for public-security activities, have aspirations to join the People’s Public Security Force may be recruited into the People’s Public Security Force upon the demand of the People’s Public Security Force.

2. The People’s Public Security Force shall be given priority in recruiting outstanding cadets graduating from higher education establishments and vocational training centers who are fully eligible to be trained to join the People’s Public Security Force.

3. The Minister of Public Security shall provide specific provisions of this Article.

Pursuant to Article 5 of the Decree 70/2019/NĐ-CP stipulating criteria for selection of citizens for service in People’s Public Security force of Vietnam as follows:

Selection Criteria

Citizens are selected to perform the obligation to join the People's Police when fully meeting the following criteria:

1. Have a clear background.

2. Strictly abide by the Party's lines and guidelines, the State's policies and laws; having no criminal record, not being examined for penal liability, probation, not during the period of being applied the measure of education in communes, wards or townships or sent to compulsory medical establishments, medical establishments compulsory education; having good qualities, ethics and conduct, being trusted by the masses of the people in the place of residence or place of study or work.

3. Ensuring the political standards of non-commissioned officers and soldiers serving under the regime of duty in the People's Public Security.

4. Have a high school diploma or higher. Communes in mountainous areas, islands, ethnic minority areas and areas with extremely difficult socio-economic conditions may recruit citizens with lower secondary school diplomas.

5. The body is well-balanced, not deformed or deformed, and meets the health standards to fulfill the obligation to join the People's Police.

As regulations above, citizens must satisfy below requirements for service in People’s Public Security force: he/she has a clear background; he/she must strictly abide by the Party's lines and guidelines, the State's policies and laws; he/she must ensure the political standards of non-commissioned officers and soldiers serving under the regime of duty in the People's Public Security. He/she must have a qualified diploma.

What are regulations on time of registration of military service in the People’s Police force of Vietnam?

Pursuant to Article 33 of the Law on Military Service in 2015 stipulating regulations on time of registration of military service in the People’s Police force of Vietnam as follows:

Time of conscription and performance of military service in the People’s Police force

Annually, citizens shall be conscripted and requested to perform military service in People’s Army or People’s Police in February or March; in case of necessity for defense purposes, the conscription shall be carried out the second time. Regarding areas with disaster or dangerous epidemic, time for conscription and service in People’s Army or People’s Police shall be adjusted.
