What are regulations on proposal for the annual Program for postage stamp theme in Vietnam?

Pursuant to Article 7 of the Circular 25/2021/TT-BTTTT (takes effect from 01/03/2022) stipulating proposal for the annual Program for stamp theme in Vietnam as follows:

- Organizations and individuals shall submit their proposal for theme of stamps to the Ministry of Information and Communications at least 15 months prior to January 1 of the issuing year for consideration and development of annual Program for stamp theme.

- Written proposal made by an organization must bear signatures and seals whereas that made by an individual must bear full name, phone number, and address. In addition, the written proposal must contain the following information:

+ Name of theme;

+ Date of issue;

+ Purpose, meaning, and presentation on necessity of the theme;

+ Materials and images relating to the theme and copyright thereof.

- VPC shall propose theme of stamps that meets the demand on public postal network.

- Vietnam Philatelic Association shall propose theme of stamp to develop stamp collecting.

What are regulations on issuance of the annual Program for stamp theme in Vietnam?

- Ministry of Information and Communications shall issue the annual Program for stamp theme at least 12 months prior to January 1 of the issuing year.

- Decision on issuance of the annual Program for stamp theme contains:

+ Name of the set of stamps in accordance with Clause 3 of this Article;

+ Stamp classification;

+ Number of stamps per set, per block (if any);

+ Date of issue; date of availability on the public postal network;

+ Form of issue;

+ Other relevant details.

- Name of a stamp set

+ A set of commemorative stamp for a Vietnamese person shall be named as follows: The phrase “Kỷ niệm” (Celebrate), number of anniversary from the year of birth or the year of death of the person, title, name of the person, year of birth or year of death and anniversary year.

Example: “Kỷ niệm 100 năm sinh Thủ tướng Chính phủ Võ Văn Kiệt (1922 - 2022)” (Celebrate the 100^th anniversary of the birth of Prime Minister Vo Van Kiet (1922 - 2022))

+ A set of commemorative stamp for a foreign person shall be named as follows: The phrase “Kỷ niệm” (Celebrate), number of anniversary from the year of birth or the year of death of the person, name of the person, year of birth or year of death and the anniversary year.

Example: “Kỷ niệm 150 năm sinh Mahatma Gandhi (1869 - 2019)” (Celebrate the 150^th anniversary of the birth of Mahatma Gandhi (1869 - 2019))

+ A set of thematic stamp shall be named after the selected theme.

Example: Cầu dây văng Việt Nam (Vietnamese cable-stayed bridges)

+ A set of definitive stamp shall be named after the selected theme.

Example: Kiến trúc Việt Nam (Vietnamese architecture)
