Who shall organize designing of postage stamps in Vietnam?

Pursuant to Article 10 of the Circular 25/2021/TT-BTTTT (takes effect from 01/03/2022) stipulating organization of designing of postage stamps in Vietnam as follows:

- The VPC shall organize designing of postage stamp in accordance with the annual Program for stamp theme promulgated by the Ministry of Information and Communications.

- Postage stamp design competition

+ Ministry of Information and Communications shall organize nationwide competition for postage stamp design.

+ VPC shall organize competitions or other appropriate activities to improve the quality and diversify postage stamp design.

- The VPC shall finalize design samples and documents presenting postage stamp design selected from competitions.

What are responsibilities of organizations and individuals designing postage stamps in Vietnam?

Pursuant to Article 13 of the Circular 25/2021/TT-BTTTT (takes effect from 01/03/2022) stipulating responsibilities of organizations and individuals designing postage stamps in Vietnam as follows:

- Organizations and individuals designing postage stamps are responsible for:

+ refraining from using or copying contents, images of works of other domestic, foreign organizations and individuals in part or in whole without the written consent of organizations and individuals that hold ownership of the works;

+ legitimacy regarding author’s rights and ownership of the works.

- VPC is responsible for:

+ legitimacy regarding author’s rights of the postage stamp design when presenting to the Ministry of Information and Communication for approval;

+ ensuring accuracy, scientific characteristics, and ideology of the contents, images, and ideas shown on the postage stamp design.
