Are contracts for goods procurement of 1 billion VND shortened process of no-bid contract awarding in Vietnam?

According to Article 56 of the Decree 63/2014/ND-CP regulating shortened process of no-bid contract awarding in Vietnam as follows:

1. The shortened process is applied to contracts defined in Point a Clause 1 Article 22 of the Law on Bidding, except for those that must be executed to ensure state secrets:

2. If the contract does not exceed the limits on no-bid contracts prescribed in Article 54 of this Decree

Referring to Article 54 of this Decree, there are provisions on limits on no-bid contract awarding prescribed in Point e Clause 1 Article 22 of the Law on Bidding, including:

1. Contracts for consulting services, non-consulting services, and public services: VND 500 million; contracts for goods procurement, construction, installation, procurement of medicines, medical equipment, public procurement, mixed contracts: VND 01 billion;

2. Contracts for regular procurements: VND 100 million.

Thus, based on the above provisions, for goods procurement contracts not exceeding VND 01 billion, shortened of no-bid contract awarding may be appointed in Vietnam. You base the above regulation on the correct execution.
