Are translators of certified documents required to have university degrees in Vietnam?

According to Article 27 of Decree 23/2015/ND-CP, qualifications translators are as follows:

1. Have adequate civil capacity as required by the law;

2. Have a degree (at least bachelor’s degree or university degree) in a foreign language as target language.

For an unpopular language in which the translator has no bachelor's degree or university degree as prescribed in this Clause, proficiency must be proved.

Thus, according to the above regulations in Vietnam, the translator of certified documents is required to have a degree (at least bachelor’s degree or university degree) in a foreign language as target language.
