Please ask: According to the current law, are second major students entitled to exemption or reduction of tuition in Vietnam?

    • Clause 8, Article 20 of Decree 81/2021/ND-CP provides:

      8. Do not apply tuition reduction, exemption, and studying cost financing for the period in which learners are temporarily suspended, dismissed, repeating classes, or taking additional classes. In case learners must temporary suspend their studying, repeat classes (no more than once) due to sickness or force majeure but not disciplinary actions, heads of education institutions shall consider and allow studying as per the law and receiving of benefits under this Decree.

      And Clause 6, Article 20 of this Decree also stipulates:

      6. Learners who have received tuition reduction, exemption at another vocational education institution or higher education institution and are now pursuing the same education level at another vocational education institutions or higher education institutions shall not be eligible for such benefit again.

      Thus, according to the above-mentioned regulations, there will be no exemption or reduction of tuition for additional study in Vietnam. So from my personal point of view, studying in the second major will not be exempt from tuition.
