Do medical officers participating in various continuous training forms accumulate periods to calculate duration for continuous training in Vietnam?

Pursuant to Article 5 of Circular 22/2013/TT-BYT stipulating duration of continuous training as follows:

1. The medical officers, who have been issued certificate of practice and are practicing in medical examination and treatment, have obligation to participate in continuous training courses of 48 periods of learning in 2 consecutive years minimally.

2. The medical officers, other than cases specified in Clause 1 of this Article, have obligation to participate in continuous training course of 120 periods of learning in 5 consecutive years minimally, in which it is 12 periods of learning for every year minimally.

3. Medical officers participating in various continuous training forms may accumulate periods to calculate duration for continuous training.

Thus, for medical officers participating in various continuous training forms, they are accumulated to calculate duration for continuous training in Vietnam.

What are various continuous training periods for medical officers when composing the professional curriculum in Vietnam?

According to Article 6 of Circular 22/2013/TT-BYT as amended by Article 1 of Circular 26/2020/TT-BYT stipulating forms of continuous training and principles of converting as follows:

1. Participating in training, practicing courses, transferring techniques, re-training courses of professional operations for a short term domestically or abroad under form of concentrated or e-learning, and being granted certificates: Duration of participating in continuous training is calculated under reality of the training program.

2. Participating in domestic and overseas science seminars, conferences, or discussions in health sector and being certified by unit presiding over organization, basing on program of seminars, conferences, or discussions: Duration of participating in training calculated for the presiding or presenting person will be 8 periods of learning maximally, and for the participants, it will be 4 periods of learning maximally, for each seminar/conference/discussion.

3. Performing science researches; guiding dissertation, thesis; writing the science articles which are announced in accordance with regulations: The persons guiding thesis, presiding over/acting as secretary for themes at state level or ministerial level will be calculated 12 periods of learning maximally; persons guiding dissertation, or presiding over/acting as secretary for themes at grassroots will be calculated 8 periods of learning maximally (calculated from time of protecting successfully dissertation or when the themes are passed after examining and receiving).

4. Composing the professional curriculum will be calculated 08 periods maximally for 1 curriculum, depended on consideration of heads of units (calculated at time of publication); medical officers, who are not lecturers of educational facilities, are calculated under the actual teaching duration when participated in teaching related to their professional operations.

6. Conversion of continuous training period specified under Clauses 2, 3, and 4 of this Article shall be decided by heads of continuous training facilities based on training program, duration, specialized contents and other applicable laws.

According to this Article, medical officers involved in composing the professional curriculum are calculated 08 periods maximally for 1 curriculum, depended on consideration of heads of units (calculated at time of publication) in Vietnam.

What are requirements for documents for continuous medical training in Vietnam?

In Article 7 of Circular 22/2013/TT-BYT as amended by Clause 4, Article 1 of Circular 26/2020/TT-BYT, programs and documents for continuous training are as follows:

1. Continuous training program and materials shall be developed, appraised and issued by continuous training facilities according to Clause 2 and Clause 3 of this Article.

2. Requirements for continuous training programs:

a) Continuous training programs must developed according to guidelines under Section A of Annex 1 attached to this Circular;

b) Continuous training programs must be reviewed and updated constantly to ensure logic and conformity to practical demand;

c) Continuous training programs in medical examination and treatment must conform to list of specialized techniques assigned to continuous training facilities or level of majors which education institutions are eligible for providing training for.

3. Requirements for continuous training materials:

a) Continuous training materials must be developed based on continuous training programs developed by the facilities;

b) Continuous training materials must developed according to guidelines under Section B of Annex 1 attached to this Circular;

c) Continuous training materials must be reviewed and updated constantly to ensure logic and conformity to practical demand.

4. Procedures for developing continuous training programs and materials:

a) Step 1: Determine training demands and contents: Training facilities shall conduct surveys, determine demand of learners and training contents to determine training programs and materials;

b) Step 2: Establish Board for drafting continuous training programs and materials: Heads of continuous training facilities shall decide to establish Boards for drafting continuous training programs and materials. Number and standards of drafting board members shall be decided by heads of training facilities as long as standards of drafting board members must not be lower than education level of training programs developed;

c) Step 3. Organize development of continuous training programs and materials: Boards for drafting continuous training programs and materials shall develop continuous training programs and materials according to Clause 2 and Clause 3 Article 7 of this Circular;

b) Step 4: Appraise continuous training programs and materials: Heads of continuous training facilities shall decide to establish Councils for appraising continuous training programs and materials. Councils for appraisal shall have at least 5 members, with a Chairperson, 2 review members, 1 members acting secretary and other members. In which, members of Councils for appraisal must not be members of Boards for drafting continuous training programs and materials and must have education level not lower than education level of developed training programs;

dd) Step 5. Issue continuous training programs and materials: Heads of continuous training facilities shall sign decisions on issuing continuous training programs and materials once Councils for appraisal specified under Point d of this Clause approves the programs and materials; publicize the continuous training programs and materials on website of training facilities.

5. Continuous training facilities shall employ continuous training programs and materials of other continuous training facilities after receiving written consensus.

As such, documents for continuous training must meet the requirements set forth above in Vietnam.
