What are regulations on enrollment method and priority of ethnic secondary schools in Vietnam? - Thanh Hang (Quang Binh).
Pursuant to Clause 1 Article 11 of the Regulation on organization and operation of boarding ethnic secondary schools issued together with the Circular 04/2023/TT-BGDĐT (effective from 10/04/2023) stipulating enrollment method and priority of ethnic secondary schools in Vietnam as follows:
Enrollment method, priority and direct admission
1. The enrollment method and priority benefits shall comply with the Regulation on enrollment of lower-secondary and upper-secondary boarding ethnic schools promulgated by the Ministry of Education and Training.

According to Clause 2, Article 4 of the Regulation on lower secondary school enrollment and upper secondary school enrollment promulgated together with Circular 11/2014/TT-BGDĐT (amended by Clause 1, Article 1 of Circular 05/2018/TT-BGDĐT), the method of lower high school enrollment are stipulated as follows:
Recruitment organization
1. Enrollees are those who have completed the Primary School Program.
2. Lower secondary school enrollment according to the selection method. In case an educational institution has more students enrolled in grade 6 than the enrollment quota, the Department of Education and Training shall guide the implementation of the enrollment plan according to the admission selection method or combine admission examination with examination. assess students' ability.
3. The Department of Education and Training decides to organize junior high school enrollment.
Pursuant to Clause 2, Article 5 of the Regulation on junior high school enrollment and high school enrollment promulgated together with Circular 11/2014/TT-BGDDT, the method of upper high school enrollment are stipulated as follows:
Subjects and methods of enrollment
1. Eligible subjects are learners who have graduated from lower secondary schools of the general education program or the continuing education program of the age group specified in Clause 2, Article 2 of this Regulation.
2. High school enrollment is organized by one of the following three methods:
a) Admission: based on the results of training and learning of 4 years of study in lower secondary school of the enrollee, if any class is retained, the results of the re-study year of that class shall be taken;
b) Entrance exam;
c) Combining the entrance exam with the entrance examination.
Thus, the enrollment method of the boarding high school for ethnic minorities is implemented as follows:
- Lower secondary school enrollment: admission method.
- High school enrollment: is organized by one of the following three methods:
+) Admission: based on the results of training and learning of 4 years of study in lower secondary school of the enrollee, if any class is retained, the results of the re-study year of that class will be taken;
+) Examination;
+) Combine admission with entrance examination.

Pursuant to Clause 2, Article 7 of the Regulation on junior high school enrollment and upper secondary school enrollment promulgated together with Circular 11/2014/TT-BGDĐT (amended by Article 2 of Circular 05/2018/TT-BGDĐT and Clause 3, Article 1 of Circular 05/2018/TT-BGDDT, Clause 4, Article 1 of Circular 05/2018/TT-BGDDT and Article 1 of Circular 18/2014/TT-BGDDT) stipulating as follows:

2. Subjects are given priority points.
The Department of Education and Training stipulates the level of extra points for each group of subjects to be given priority points with the difference of plus points between the two next priority groups of subjects being 0.5 points on a 10-point scale. including:
a) Target group 1:
- Children of martyrs;
- Children of war invalids lose their working capacity 81% or more;
- Children of sick soldiers lose their working capacity 81% or more;
- Children of the person who is issued with "Certificate of beneficiaries of policies as war invalids and the person granted certificates of beneficiaries of policies as war invalids has reduced working capacity by 81% or more".
- Children of resistance activists infected with toxic chemicals;
- Children of revolutionary activists before January 1, 1945;
- Children of people who were active in the revolution from January 1, 1945 to the date of the August uprising, 1945.
b) Target group 2:
- Children of heroes of the armed forces, children of heroes of labor, children of Vietnamese heroic mothers;
- Children of war invalids lose their working capacity under 81%;
- Children of sick soldiers lose their working capacity under 81%;
- Children of the person who is issued with "Certificate of beneficiaries of policies as war invalids and the person granted certificates of beneficiaries of policies as war invalids suffers a decrease in working capacity of less than 81%".
c) Target group 3:
- Persons whose father or mother is an ethnic minority;
- Ethnic minorities;
- Learners are living and studying in areas with extremely difficult socio-economic conditions.
As regulations above, the priority regime of boarding high schools for ethnic minorities will be determined by the Department of Education and Training with additional points for each group of subjects specified above, and the priority plus point level with the difference. The plus point between the two next priority groups is 0.5 points on a 10-point scale.
Pursuant to Article 15 of the Regulation on organization and operation of boarding ethnic secondary schools issued together with the Circular 04/2023/TT-BGDĐT (effective from 10/04/2023) stipulating egulations on care, nurturing and management of boarding ethnic students in Vietnam as follows:
- The boarding ethnic school organizes a collective kitchen for boarding ethnic students to ensure food safety and hygiene according to current regulations. Nurturing is carried out openly and transparently according to the provisions of law.
- The boarding ethnic school performs school health work to take care of the health of boarding ethnic students.
- The boarding ethnic school comprehensively manages the study, food, accommodation and travel of boarding ethnic students during their study at the school; organize and manage boarding affairs according to regulations; guide, check and urge students' self-study and following daily routines at the boarding school; educate students on the spirit of mutual assistance, helping each other in learning, building a civilized lifestyle, maintaining hygiene and protecting the environment.
