What are regulations on financing studying costs for students in Vietnam?

Financing studying costs for students in Vietnam is specified in Clause 1, Article 23 of Decree 81/2021/ND-CP (Effective from October 15, 2021), specifically:

Preschools, formal education institutions, and continuous education institutions shall rely on tuition prescribed by People's Councils of provinces for public education institutions that have not guaranteed recurrent expenditure entirely and number of individuals eligible for tuition reduction, exemption to produce lists, develop expenditure estimates in order to apply for reimbursement of reduced, exempted tuition (together with documents verifying eligibility according to this Decree) as follows: For preschools, primary education institutions, and lower secondary education institutions: Send to Sub-departments of education and Training for appraisal and submission to finance authority of the same level for presentation to competent authority; For upper secondary education institutions and other education institutions affiliated to Departments of Education and Training: Send to Departments of Education and Training for appraisal and submission to finance authority of the same level and presentation of competent authority;
