      Pursuant to Article 63 of the 2008 Road Traffic Law, conditions on operators of rudimentary vehicles in traffic are as follows:

      1. Being physically fit for safe operation of vehicles.

      2. Being knowledgeable about road traffic rules

      Thus, comparing the above regulation and the current law on road traffic in Vietnam, there is no regulation that the operators of rudimentary vehicles in traffic must have driving licenses.
