    • Pursuant to Point a, Clause 1, Article 5 of the Law on Handling of Administrative Violations 2012 stipulates as follows:

      1. The subjects sanctioned for administrative violations include:

      a) Persons aged between full 14 and fewer than 16 shall be administratively sanctioned for intentional administrative violations; persons aged full 16 or older shall be administratively sanctioned for all administrative violations.

      Thus, according to the above provision, a person aged between full 14 and under 16 is subject to administrative sanctions for intentional administrative violations. Turning to the issue you mentioned, for people under 15 who commit unintentional violations, administrative sanctions are not applied in Vietnam.
