What are responsibilities of the Ministry of Agriculture and Rural Development regarding Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam?

Pursuant to Point 2.b, Section II, Article 1 of the Decision 1445/QĐ-TTg in 2022 stipulating responsibilities of the Ministry of Agriculture and Rural Development regarding Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam as follows:

The Ministry of Agriculture and Rural Development of Vietnam shall play the leading role and cooperate with relevant ministries and regulatory authorities in:

- Reviewing and carrying out negotiations for removing technical barriers, opening export markets for agricultural products, and signing mutual recognition conventions or agreements with regard to conformity assessments in order to facilitate export of Vietnamese agricultural and food products into major markets, such as export of fruits into China, the United States, EU, Japan, Korea, etc. or export of animal husbandry products into China, Japan, Korea and ASEAN.

- Establishing databases on food safety measures adopted in major export markets, and making them available to enterprises; monitoring and frequently updating these databases so that enterprises can proactively and promptly modify their production and export.

- Compiling and publishing documents and manuals on technical standards, food safety standards, SPS, and market regulations for agricultural, forest and aquatic products exported into China, EU, the United States, Japan, Korea, India, Australia and New Zealand.

What are responsibilities of the Ministry of Industry and Trade regarding combat against trade frauds in Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam?

Pursuant to Point 3.a, Section II, Article 1 of the Decision 1445/QĐ-TTg in 2022 stipulating responsibilities of the Ministry of Industry and Trade regarding combat against trade frauds in Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam as follows:

Revise regulatory framework, strengthen state management of import and export activities in order to facilitate trade, combat trade frauds and strive for fair trade

The Ministry of Industry and Trade of Vietnam shall play the leading role and cooperate with relevant ministries and regulatory authorities in:

- Applying digital technology and digital transformation to state management of export and import activities, boosting provision of online public services in export and import fields, and promoting trade facilitation.

- Formulating complete policies and legal frameworks on trade remedies; considering amendments to relevant legislative documents in the trade remedy sector, or studying the formulation of the Law on Trade Remedies.

- Improving capacity for trade remedy investigation agencies; improving the efficiency and inter-sectoral coordination mechanism in the process of handling trade remedy cases; strengthening early warning of trade remedy cases against Vietnamese exports.

- Strengthening inspection, supervision and handling of acts of trade fraud, origin fraud and evasion of trade remedies.

What are responsibilities of the Ministry of Science and Technology, Ministry of Planning and Investment, State Bank of Vietnam, Ministry of Public Security, and Ministry of Natural Resources and Environment regarding Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam?

Pursuant to Point 3.a, b, c, d, dd, e, Section II, Article 1 of the Decision 1445/QĐ-TTg in 2022 stipulating responsibilities of the Ministry of Science and Technology, Ministry of Planning and Investment, State Bank of Vietnam, Ministry of Public Security, and Ministry of Natural Resources and Environment regarding Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam as follows:

b) The Ministry of Science and Technology of Vietnam shall play the leading role and cooperate with relevant Ministries, regulatory authorities and provincial governments in reviewing, promulgating and revising regulations on standards, technical regulations, quality of exports and imports; revising regulations on state inspection of quality of imports, conformity assessment, codes, barcodes, traceability of products and goods; technology transfer; developing digital management model of databases and tracking of conformity assessment activities.

c) The Ministry of Planning and Investment of Vietnam shall play the leading role and cooperate with relevant Ministries, regulatory authorities and provincial governments in studying, instructing and supporting enterprises in application of green and sustainability certifications in conformity with international standards and standards of target markets.

d) The State Bank of Vietnam shall proactively and flexibly manage monetary policy tools which should be closely combined with other fiscal policies and macroeconomic policies, and ensure achievement of inflation control objectives so as to contribute to macroeconomic stability and support sustainable growth.

dd) The Ministry of Public Security of Vietnam shall play the leading role and cooperate with relevant Ministries and regulatory authorities in strengthening monitoring, forecasting and assurance of security of export and export activities, preventing and combating violations against regulations on export and import.

e) The Ministry of Natural Resources and Environment of Vietnam shall play the leading role and cooperate with relevant Ministries and regulatory authorities in strengthening inspection, supervision and handling of environmental protection violations arising from import and export activities.
