    • What are responsibilities of the Ministry of Industry and Trade of Vietnam in organizing program for implementation of the Strategy for merchandise exports and imports by 2030?

      In Subsection 1, Section V, Article 1 of Decision 1445/QD-TTg in 2022, the Ministry of Industry and Trade is responsible for organizing program for implementation of the Strategy for merchandise exports and imports by 2030 as follows:

      1. The Ministry of Industry and Trade of Vietnam shall:

      a) Organize the implementation of the Action program, manage activities of the Action program, and specific schemes and tasks as assigned.

      b) Instruct Ministries, regulatory authorities and provincial People’s Committees to formulate their own action plans for implementation of the Action program within the ambit of their assigned functions and powers, ensuring conformity with actual conditions of each sector or local area.

      c) Prepare and submit preliminary and final summary reports on implementation of the Action program to the Prime Minister.

      What are responsibilities of the Ministry of Planning and Investment of Vietnam and the Ministry of Finance of Vietnam in organizing program for implementation of the Strategy for merchandise exports and imports by 2030?

      In Subsection 2, Section V, Article 1 of Decision 1445/QD-TTg in 2022, responsibilities of the Ministry of Planning and Investment of Vietnam and the Ministry of Finance of Vietnam in organizing program for implementation of the Strategy for merchandise exports and imports by 2030 as follows:

      2. The Ministry of Planning and Investment of Vietnam and the Ministry of Finance of Vietnam shall, within the ambit of their assigned functions and tasks, request competent authorities to allocate and include funding for implementing the Action program in annual budget estimates of central and local government authorities in accordance with regulations of laws on state budget and public investment, and budget balancing capacity.

      What are responsibilities of relevant Ministries and regulatory authorities of Vietnam in organizing program for implementation of the Strategy for merchandise exports and imports by 2030?

      In Subsection 3, Section V, Article 1 of Decision 1445/QD-TTg in 2022, responsibilities of relevant Ministries and regulatory authorities of Vietnam in organizing program for implementation of the Strategy for merchandise exports and imports by 2030 as follows:

      3. Relevant Ministries and regulatory authorities shall:

      a) Formulate their own action plans for implementation of the Action program, in which tasks and schemes within the ambit of their functions and tasks must be determined, and promulgate such plans in Quarter IV, 2022.

      b) Organize formulation and implementation of specific schemes and tasks as assigned. Based on the prescribed time limits and schedule for implementation of schemes, Ministries and regulatory authorities shall proactively include such schemes in the work programs of the Government or Prime Minister, or their work programs for approval and implementation which should be made in a timely and efficient manner to meet actual conditions.

      c) Combine sectoral development projects, national target programs, and other socio-economic development programs with the tasks and schemes of this Action program for effective implementation purposes.

      What are responsibilities of the Provincial People’s Committees of Vietnam in organizing program for implementation of the Strategy for merchandise exports and imports by 2030?

      In Subsection 4, Section V, Article 1 of Decision 1445/QD-TTg in 2022, responsibilities of the Provincial People’s Committees of Vietnam in organizing program for implementation of the Strategy for merchandise exports and imports by 2030 as follows:

      4. Provincial People’s Committees shall:

      a) Pursuant to guidelines given by the Ministry of Industry and Trade of Vietnam and based on actual conditions, local governments shall promulgate their own action plans; direct relevant agencies and units to formulate and cooperate with ministries and central-government authorities to implement production development programs, master plans and schemes, and enhance export of local products on the basis of the tasks assigned in the Action program.

      b) Organize formulation, approval and implementation of assigned schemes and tasks in a timely and effective manner.

      c) Organize and mobilize resources, combine projects of national target programs, and other socio-economic development programs in their provinces with the tasks and schemes of this Action program for effective implementation purposes.
