    • What are responsibilities of the Ministry of Industry and Trade regarding developing export and import markets in Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam?

      Pursuant to Point 2.a, Section II, Article 1 of the Decision 1445/QĐ-TTg in 2022 stipulating responsibilities of the Ministry of Industry and Trade regarding developing export and import markets in Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam as follows:

      The Ministry of Industry and Trade of Vietnam shall play the leading role and cooperate with relevant Ministries, regulatory authorities and overseas Vietnamese representative missions in:

      - Negotiating Free Trade Agreements (FTAs) with partners obtaining consent from the Government, with more emphasis on partners having large market capacity and are willing to open their market to Vietnamese goods, especially agricultural products, on a reciprocal basis; conducting feasibility studies on negotiating and signing preferential trade agreements with a number of potential new partners; strengthening and developing economic and trade cooperation relations with other countries that are Parties of FTAs through the effective implementation of commitments in such FTAs.

      - Consistently and effectively performing communication and propaganda activities with in-depth contents concerning FTAs for businesses, domestic and foreign trade associations in different forms such as conferences, seminars, training courses, websites, social networks, press releases, etc.

      - Supporting and stimulating Vietnamese enterprises to directly participate in product distribution networks in the international market.

      - Strengthening and developing the system of trade offices, branches of trade offices, trade promotion offices and product introduction centers in foreign countries; formulating mechanisms for effectively promoting the role of such trade offices, branches of trade offices, trade promotion offices and product introduction centers in foreign countries in promoting Vietnamese brands and products, effectively performing trade and investment promotion activities in foreign countries.

      - Revising policies and mechanisms for state management of trade promotion activities; studying the formulation of criteria for assessment of capacity of sectoral trade promotion organizations, local trade promotion organizations and other trade promotion organizations as the basis for working out annual and medium-term orientations for supporting trade promotion activities at local, regional and industry levels.

      - Promoting application of information technology and digital transformation to market development, trade promotion; effectively combining trade promotion with investment, culture and tourism promotion activities; building and frequently updating databases on demands, partners and relevant regulations of potential import and export markets, and databases on domestic and international trade fairs.

      - Promoting establishment, development, dissemination and advertising of products bearing national brands, geographical indications, collective marks, certification marks and industry marks in foreign markets.

      - Organizing export promotion activities that should be suitable for support demands for development of export market for each industry, in each market region and each period.

      - Formulating programs for, and cooperating with relevant ministries and regulatory authorities in gradually promoting import promotion activities and diversifying supply sources with a view to achieving healthy and reasonable trade balance objectives.

      - Building and developing cross-border e-commerce models so as to support Vietnamese enterprises in trading of goods and provision of services on big e-commerce exchanges in the world; building information technology systems for supporting trade offices and developing cross-border e-commerce.

      What are responsibilities of the Ministry of Science and Technology regarding developing export and import markets in Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam?

      Pursuant to Point 2.c, Section II, Article 1 of the Decision 1445/QĐ-TTg in 2022 stipulating responsibilities of the Ministry of Science and Technology regarding developing export and import markets in Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam as follows:

      The Ministry of Science and Technology of Vietnam shall play the leading role and cooperate with the Ministry of Agriculture and Rural Development of Vietnam, and the Ministry of Industry and Trade of Vietnam in taking more measures to support the protection of intellectual property and geographical indications of Vietnam's potential export products in key foreign markets; enhancing communication, propaganda and training activities related to intellectual property for import-export enterprises.

      What are responsibilities of the Ministry of Foreign Affairs regarding developing export and import markets in Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam?

      Pursuant to Point 2.d, Section II, Article 1 of the Decision 1445/QĐ-TTg in 2022 stipulating responsibilities of the Ministry of Foreign Affairs regarding developing export and import markets in Action program for implementation of the Strategy for merchandise exports and imports by 2030 in Vietnam as follows:

      The Ministry of Foreign Affairs of Vietnam shall play the leading role and cooperate with relevant ministries and regulatory authorities in receiving information on international economic situations and amendments to policies that may affect Vietnam’s export and import; including contents on development and expansion of export and import markets in foreign relation activities, especially those of senior missions, on the basis of effectively exploiting political and foreign relations for promoting economic advantages.
